The Tribal Council shall be delegated the legislative authority of the Samish Indian Nation, except that power which is reserved to the General Council. The Tribal Council shall exercise all executive authority of the Samish Indian Nation, including the right to delegate such authority as necessary and proper to conduct the business of the Tribe.

The Tribal Council shall be mindful in any action it takes, including but not limited to the enactment of ordinances and passage of resolutions, of the traditional teachings and cultural values of the Samish people. Specific examples of the Tribal Council’s authority are set forth in Article VI, Section 2 of this Constitution.
