The initiative process allows the General Council to propose legislation on its own. Upon receipt and verification by the Election Board of a petition of at least one-quarter (1/4) of the General Council of the Samish Indian Nation, a proposed ordinance or resolution drafted by the tribal membership shall be submitted to a vote of the General Council at a regular or special election to be held within sixty (60) days after the Election Board has notified the Tribal Council in writing that a sufficient number of petition signatures have been verified. The vote of a majority of those actually voting in such election shall be result in the adoption of such ordinance or resolution, and shall be conclusive and binding on the Tribal Council, provided, that at least one-third (1/3) of the General Council cast ballots in such election.
