(1) Ordinance. The Tribal Council shall enact an ordinance establishing procedures for the conduct of Tribal Council meetings and Tribal Council business, including the duties of Tribal Council officers. This ordinance may provide for the establishment of a Tribal Council Executive Committee, whose duties and authority will be defined therein.

(2) Quorum. Four sitting members of the Tribal Council shall constitute a quorum. Matters of business shall be decided by majority vote, except where otherwise required by this Constitution and the Tribal Council’s own rules or as set forth by ordinance. All votes shall be recorded in the minutes.

(3) Tribal Council Meetings. Regular meetings of the Tribal Council shall be held at a regular time and place to be designated by the Tribal Council which will then announce and give public notice of the meeting at least five (5) days prior to the meeting. Special meetings may be called by the Chairman, and shall be called upon the written request of at least three (3) members of the Tribal Council. Any Special meeting shall be held with at least forty-eight (48) hours notice to the Tribal Council, provided, that the members of the Tribal Council may waive such notice. Any Special Tribal Council meeting shall be held within five (5) working days of the expiration of the Meeting notice period. The agenda for a special meeting shall include those items listed in the request for the meeting.

(4) Expulsion. The Tribal Council may, by a vote of five members of the Tribal Council, after due notice and an opportunity for a hearing before the Tribal Council which is open to the membership, expel any Tribal Council member for dereliction of duty or gross misconduct as defined in the Tribal Council Ethics Ordinance. Any member so expelled shall have the right to appeal his or her expulsion to the tribal court, with full review of all matters involved.
