(1) These policies and procedures for Samish Purchased/Referred Care (PRC) have been formally adopted by the Samish Indian Nation Tribal Council. The purpose of these policies is to establish administrative and programmatic responsibilities associated with the Samish PRC program and to provide a guide for delivery of services to PRC-eligible citizens as defined by the Samish Indian Nation.

(2) Samish PRC is the payor of last resort. This rule is consistent with Indian Health Service regulations and is not a change in the PRC program requirements. See STC 10.20.120.

(3) Samish PRC is not an entitlement program; when funds are insufficient to provide the volume of PRC services needed, priority for service will be determined based on relative medical need.

(4) There is no primary medical care operated by the Samish Indian Nation in Anacortes, Washington; therefore, all PRC enrollees must seek primary care in their county of residence or within the PRC Service Area. [Res. 2020-10-013 § 2, 2020.]
