(1) Regular Meetings. Regular meetings of the Tribal Council shall be held monthly at the Tribal Council Chambers at a time to be decided by vote of the Tribal Council. If a quorum of the Council is not present at the regular meeting, the regular Tribal Council meeting shall be set by the Tribal Chairman at a time and date later in the month. If the date of the regular meeting conflicts with a national, state or tribal holiday or election, or for other good cause, the meeting shall be held one week later than scheduled, or as otherwise set by the Tribal Council.

(2) Special Meetings. Special meetings of the Tribal Council shall be called by three or more members of the Tribal Council, or by a petition signed by 25 legal voters of the Tribe. A written request for a special meeting shall be filed with the Chairman or the Secretary of the Tribal Council. The Chairman shall set the time and date for the special meeting; provided, that the Chairman shall not unreasonably refuse to call the meeting. The Chairman shall attempt to accommodate time and place requested for the special meeting. No special meeting shall be called without 48 hours’ notice to each Council member. Notice shall be in writing, by facsimile, by email, or by telephone. This notice may not be waived unless each member of the Tribal Council does so in writing.
