(1) When Required. All final decisions of the Tribal Council on matters of general and permanent interest to the citizens of the Tribe shall be embodied in an ordinance.

(2) All ordinances shall be approved in accordance with the Policy for Tribal Council Review of Ordinances and Policies.

(3) Content of Ordinances. Each ordinance shall contain the following items, but any ordinance, which basically meets the requirements of this section, shall be valid:

(a) Number (to be assigned by the Tribal Secretary upon adoption of the ordinance, in accordance with STC Chapter 1.06, Codification);

(b) The date of adoption (and amendment where appropriate);

(c) The subject matter;

(d) Title;

(e) Statement of purpose and authority;

(f) The text of the ordinance;

(g) A statement of repeal if appropriate, identifying the number, date and title of the ordinance repealed;

(h) The date of adoption and the votes for, against and abstaining;

(i) The signature of the Tribal Chairman or presiding officer and date;

(j) Attestation and date by the Tribal Secretary.

(4) Introduction. Any Tribal Council member may introduce a proposed ordinance.

(5) First Reading. A proposed ordinance may be read out loud in open Tribal Council meeting when it is introduced or at a later meeting if the Tribal Council so decides. The reading of the ordinance may be dispensed with upon consensus of the Tribal Council present.

(6) Second Reading. Any amendments or changes to an ordinance previously Council upon the request of any Tribal Council member. Unless a request for reading is made, the second reading of an ordinance shall be deemed waived.

(7) Changes to Proposed Ordinance. Changes may be made to a proposed ordinance at any time prior to its adoption.

(8) Adoption. Adoption of the ordinance shall be upon motion and second. Discussion shall be held on the motion until the question is called.

(9) Effective Date. An ordinance shall become effective immediately upon its adoption, unless otherwise noted by the Tribal Council in the resolution approving such ordinance.

(10) Amendment of Adopted Ordinances. Existing, adopted ordinances may be amended by resolution. Any Council member may require that using the procedures required to adopt an original ordinance make amendments to an adopted ordinance.
