(1) Liberal Construction. This chapter shall be liberally construed to give full effect to the objectives and purposes for which it was enacted.

(2) Severability. If any provisions of this chapter, or its application to any person or legal entity or circumstance, is held invalid by a court of competent jurisdiction, the remainder of this chapter, or the application of the provision to other persons or legal entities or circumstances, shall not be affected.
