(1) Requests for additional program funds during the year must be submitted to the Controller for review. The Controller will forward it with comments to the General Manager or Tribal Administrator who will place the request and recommendation for it on the agenda for Council, who will review the need and justification.

(2) Requests for changes in Tyee budget during the year must be submitted to the Tribal Treasurer who will review the request. The Tribal Treasurer will be responsible for making a request and recommendation to the Tribal Council and be responsible for putting the request on the Tribal Council agenda. The Tribal Council will review the need and justification.

(3) The General Manager or Tribal Administrator is authorized to modify the budget for grants and contracts by redistribution of funds from one line item to another; provided, that no modification may reduce a line item by more than 10 percent or exceed two percent of the total grants and contracts budget, without Council approval. Additionally, if a particular grant or contract requires approval of any funding agency prior to such modification, the General Manager or Tribal Administrator must obtain the funding agency’s approval prior to modifying the budget for grants and contracts.

(4) All other requests or proposals to modify funds within the grants and contracts budget or to add a new program during the fiscal year must be submitted to the Council for approval. Such requests must be submitted to the Controller with an agenda request and seven copies. The Controller then forwards the request to the General Manager or Tribal Administrator who will place the requests on the agenda for Council, who will review the need and justification. The Controller and Program Directors will be required to be present at Council during their budget review.

(5) Upon receipt of the approved budget from Council the Controller, or designee, will enter them into the accounting system. [Res. 2021-02-015 § 2 (Att. 1), 2021.]
