(1) The grant and contract management procedures for the Samish Nation require a system covering the total development of the grant or contract and the monitoring of grants and contracts. It is important that each step in the process be understood by the Supervisor and reviewed by the Controller.

(2) Establishing and implementing a practical process for defining, planning, and monitoring programs results in more consistent likelihood that the project will be in compliance throughout the grant or contract award period. Without formal procedures and guidelines there is a danger that program management will occur only during the proposal phase of the grant or contract or when closeout reports are due.

(3) Grant and contract management is part of the Nation’s financial management system. Together they provide a practical, step-by-step approach to realize effective control and oversight of Tribal finances.

(4) The intent of the Nation is to comply with all applicable Federal requirements, including the Common Rule, all applicable OMB Circulars, and all grant requirements, whether or not they are discussed in this manual. [Res. 2021-02-015 § 2 (Att. 1), 2021.]
