(1) The General Manager, Tribal Administrator and Controller are responsible for ensuring both initial grant or contract applications and continuation grant or contract applications on behalf of the Samish Nation are reviewed and approved by the Tribal Council prior to submission of a grant or contract application to a potential funder.

(2) Supervisor must submit a Grant and Contract Approval Form and budget outline to the General Manager, Tribal Administrator and Controller for review and signature at least one week in advance of the monthly face-to-face Tribal Council meetings. Tribal Council approval is required for any grant or contract applications or renewals, regardless of whether or not the funding agency requests Tribal Council approval for eligibility.

(3) General Provisions.

(a) Contract or Grant Terms, Provisions, and Conditions. Grants and contracts will normally contain the following items:

(i) Contractor’s/grantee’s obligations;

(ii) Contract/grant period;

(iii) Contract/grant budget;

(iv) Special conditions;

(v) Progress and final reports;

(vi) Advance payments and/or award letter;

(vii) Designation of Contract/Grant Officer’s representative (COR/GOR).

(b) Services, Functions, Programs to Be Performed.

(i) Description of statement of work to be performed;

(ii) Personnel for staffing contract/grant program;

(iii) Supplies, equipment, and facilities for performing contract/grant program;

(iv) Methods and procedures for performing and measuring outcomes of the contract/grant program.

(c) General Contract Provisions.

(i) Special conditions;

(ii) Memorandum of understanding;

(iii) Terms of payment; letter of credit;
