For costs to be allowable under all funding sources, cost must meet the following general criteria:

(1) Cost must be necessary and reasonable for the proper and efficient performance and administration of the program;

(2) Be allowable under the provisions of 2 CFR Part 200 and other applicable Federal regulations;

(3) Be authorized or not prohibited under State or local laws or regulations;

(4) Conform to any limitations or exclusions set forth in these principles, Federal, Tribal, State, or other laws, terms and conditions of the Federal, Tribal, State, or other award, or other governing regulations as to types or amounts of cost items;

(5) Be consistent with policies, regulations, and procedures that apply uniformly to all Federal, Tribal, State or other awards and other activities of the governmental unit;

(6) Contractual expenses with an approved resolution or routine utility or other basic costs passed as part of the Tyee budget may be paid without additional resolutions;

(7) Discretionary expenses from Tyee require a Council resolution approving the expense in advance to submission of a purchase order. [Res. 2021-02-015 § 2 (Att. 1), 2021.]
