(1) Generally. The Samish Tribal Council is the governing body of the Samish Indian Nation. The Tribal Council has the responsibility to carry out the laws of the Tribe. To ensure that Tribal business is conducted in an orderly fashion, the following delegation of authority shall be observed:

(2) Management Authority. The daily management of Tribal Administration and direction of the workforce are the responsibility of the Chief Executive Team. The Tribal Council delegates its authority over all personnel matters involving Tribal Administration to the Chief Executive Team. The Chief Executive Team is responsible for reporting to the Tribal Council on personnel matters.

(3) Noninterference Policy. Tribal Council members shall not direct or attempt to control the daily work activities of Tribal Administration or Tribal employees. Tribal Administration and Tribal employees shall not direct or attempt to direct or control the activities of the Samish Tribal Council or individual Tribal Council members.

(4) Absences. When a member of the Chief Executive Team is out of the office for any reason, he/she shall delegate responsibilities to a specific individual in writing, which shall be distributed electronically to managers and Tribal Council members.
