(1) Hiring Authority. The Chief Operations Officer and Chief Financial Officer share authority for hiring Tribal employees based on their management responsibilities under the Tribe’s Organizational Chart. The Chief Operations Officer and Chief Financial Officer may delegate his or her authority to hire Tribal employees to an administrator or supervisor on a case-by-case basis or by general order, so long as such delegation is in accordance with the policies in this chapter.

(2) Interview Committee. The Interview Committee shall consist of the Senior Human Resources Officer, a supervisor of the position being hired and other persons as may be appropriate for the position. When interviewing for a Head Start position, Policy Council parents and/or parents of the Samish Head Start program shall be a part of this committee when scheduling allows. The Interview Committee is responsible for interviewing applicants for a position and recommending a candidate to the hiring manager for the position.

(3) Department Managers. Department managers, in coordination with the Chief Executive Team and Senior Human Resources Officer, shall be responsible for developing new positions and job descriptions for such positions as needed in their departments and ensuring that funds are available to fill the position. All newly created positions and modified job descriptions that change the position’s salary range must be submitted to the Tribal Council for review and approval. [Res. 2022-10-016 § 1, 2022.]
