(1) It is the policy of the Samish Indian Nation to advance the economic opportunities and governmental participation of Tribal citizens. It is the goal of the Tribe to have Tribal citizens employed by the Tribe and providing services to the citizenship. The Tribe therefore establishes this preference policy.

(2) When a Samish Tribal citizen is qualified for a position, he or she may be offered the job, even if a non-Samish applicant is equally qualified. The Tribal citizen must meet the minimum qualifications for the position.

(3) In other circumstances, the following preference policy shall be followed:

Tribal citizens will have the right to apply and be considered for all job openings within the Tribe. If any portion of this policy is in conflict with Federal law, Federal law will apply.
