(1) The Head Start grant requires the Tribe to provide yearly cost of living adjustments (COLA) for all Head Start staff. When funds are allocated for that purpose by the Department of Health and Human Services, Administration for Children and Families (ACF), Head Start staff will receive that increase; provided, that the Tribe receives funds from the ACF for such increase.

(2) Incentive compensation or “bonuses” may be provided to Head Start staff based on the following circumstances:

(a) Accomplishment of established program achievement goals such as through a teacher training system.

(b) In lieu of a merit or internal COLA increase to hourly rate, due to insufficient funding for long-term compound increases.

(c) In compensation for extra duties or responsibilities performed during staffing shortages. [Res. 2022-10-016 § 1, 2022.]
