(1) Samish Tribal Council hereby adopts the Federal National Incident Management System (“NIMS”) and the Incident Command System (“ICS”) as the framework for Samish emergency planning and response.

(2) The General Manager is hereby designated as the initial Incident Commander for any activation of ICS.

(3) The General Manager is authorized to activate ICS, including activation of its Emergency Operations Center (EOC) and Incident Management Team (IMT), for any emergency or for any other nonemergency event that would benefit from the use of ICS.
