(1) All development activities taking place under or pursuant to this title are subject to the exclusive jurisdiction of the Samish Indian Nation.

(2) Anyone engaging in development activities under this title voluntarily consents to the jurisdiction of the Samish Indian Nation for any matter arising under this development code or related to any development or construction that takes place under the authority of this code.
