(1) The Director, in conjunction with the Chief Executive Team, Natural Resources and the THPO, has the duty to administer and enforce the provisions of this title, which may be delegated to Planning staff and employees either by the Director, the Council, or the Chief Executive Team.

(2) The Council may set fees for development permit applications at the level required to recover the costs of processing such applications and inspecting permitted construction with information and recommendations from the appropriate member of the Chief Executive Team, Director, and Planning staff.
