The Natural Resources Committee may issue permits to allow a “designated gatherer” to gather plant materials for another citizen of the Samish Indian Nation. Requests for permits under this section must be submitted in writing to the Natural Resources Committee. Requests must state why the person or family making the request is unable to gather for themselves, and must demonstrate a need to the Natural Resources Committee. No member of the household making the request may gather the material(s) subject to the request for the remainder of that gathering year. All provisions of this chapter and Samish Tribal gathering regulations shall apply to gathering under this section. Only Samish citizens may serve as a designated gatherer under this chapter.
